Build Introduction

The Penetrating Shot Rogue build blasts through even the toughest foes. Penetrating ShotPenetrating Shot always pierces, dealing massive hit damage to any enemies in the way with its BallistaBallista modifier. EaglehornEaglehorn massively boosts damage and enables Penetrating Shot to hit targets twice when bounced off walls. This ranged build is perfect for players who want a safe playstyle that deals top-tier damage.

This build utilizes an infinite Shadow StepShadow Step technique to rapidly teleport to any location without any Cooldown for the fastest speed-farming setup.

Rogue Class Mechanic – Specialization

Combo Points is the preferred Specialization for the Penetrating Shot Rogue due to its damage and Lucky Hit Chance bonuses. The Nilfur’s Narrow Eye Charm Set automatically triggers HeartseekerHeartseeker 3 times for every Penetrating ShotPenetrating Shot cast, so you do not need to manually generate Combo Points.

If you do not yet have the completed set of 5 Nilfur’s Narrow Eye Set Charms, allocate Inner Sight as your Specialization to occasionally gain 25%[x] Critical Strike Damage.

Stat Priority and Tempering Affixes

Ensure you apply a Tempering affix to your endgame items. If you have a surplus of crafting materials, reroll Tempering affixes on your best items until they upgrade to a Greater Affix.

Season 13 Mechanics

Season 13 does not offer a specific seasonal theme due to the release of the Lord of Hatred expansion. Many new features are available to explore, including War Plans, Talismans, Horadric Cube, Echoing Hatred, and reworked Skill Trees.


Talismans

The Lord of Hatred expansion introduces Talismans as a new character progression system. Equip a Seal and place Charms into its slots for a significant power boost. The ideal Talisman setup for the Penetrating Shot Rogue is listed below.

  • Prioritize a Legendary Seal with a +1 Charm Slot affix to unlock a total of 6 Charm Slots.
  • Insert all 5 pieces of Nilfur’s Narrow Eye Charm Set. Prioritize Charms with additional Ranks to Marksman Skills.
  • Insert Scoundrel's KissScoundrel’s Kiss to boost damage by up to 150% with 10 stacks of Ferocity.

Mercenaries

Once the Den is unlocked during the main questline in the Vessel of Hatred expansion, complete the key quests to acquire each Mercenary. Hire a Mercenary and enlist a Reinforcement in the following setup.

Build Mechanics

The Penetrating Shot Rogue build features a straightforward playstyle that blasts enemies from any distance. Penetrating ShotPenetrating Shot fires a projectile that pierces through enemies in a straight line, which is normally difficult to utilize due to the lack of width. HeartseekerHeartseeker with the ConfluenceConfluence modifier pulls enemies tightly together from a massive area, allowing Penetrating Shot to hit every enemy and shatter them for devastating area damage.

Combo Points grant Penetrating ShotPenetrating Shot a bonus to damage and Lucky Hit Chance. Nilfur’s Narrow Eye Charm Set automatically triggers HeartseekerHeartseeker 3 times for every Penetrating Shot cast, so you do not need to manually generate Combo Points. A Basic Skill still needs to be cast every 4 seconds to gain Vengeance, but this setup greatly reduces the weaving that is usually necessary.

HeartseekerHeartseeker gains a Cooldown with the ConfluenceConfluence modifier, so ensure you have enough Cooldown Reduction to cast it every 4 seconds for the Vengeance buff.

Dark ShroudDark Shroud grants 5% increased Critical Strike Chance and Resistance to All Elements. The Shadow DancerShadow Dancer modifier provides about 66% Dodge Chance for 2 seconds and can be equipped to activate Bastion from Raheir to enhance survivability when needed. Shadow stacks are automatically refreshed by Nilfur’s Narrow Eye Charm Set, so you do not always need to cast Dark Shroud from the Skill Bar.

Cold ImbuementCold Imbuement instantly Freezes enemies, applying massive damage multipliers from Aspect of Frozen MemoriesAspect of Frozen Memories, Shivering AspectShivering Aspect, Vanquishing AspectVanquishing Aspect. Frozen enemies are shattered with AzurewrathAzurewrath to deal area damage.

Shadow StepShadow Step does not require a target with the ArtificeArtifice modifier, allowing it to teleport you to any location. Aspect of SynergyAspect of Synergy is imprinted on an Amulet to enable infinite Shadow Steps casts are alternated with ConcealmentConcealment. Obtain enough Cooldown Reduction to lower the Cooldown of Concealment for Aspect of Synergy to immediately refresh it.

ConcealmentConcealment generates Ferocity and Resolve while providing around 15% increased Critical Strike Chance.

Aim for 70% Critical Strike Chance on your character sheet while in town. GarGar, Dark ShroudDark Shroud, and ConcealmentConcealment provide the remaining 30% Critical Strike Chance.

You only need 50% Attack Speed Bonus on gear, since 10 stacks of Ferocity grant another 50%.

Rotation and Playstyle

Use the following rotation to optimize the playstyle:

  1. Cast Dark ShroudDark Shroud to gain Dodge Chance and activate Raheir’s Bastion against incoming damage when needed.
  2. Hold down ConcealmentConcealment and repeated tap Shadow StepShadow Step to teleport to any location.
  3. Casting HeartseekerHeartseeker every 4 seconds to gain the Vengeance buff.
  4. Refresh Cold ImbuementCold Imbuement constantly to Freeze enemies.
  5. Spam Penetrating ShotPenetrating Shot to deal damage. Against bosses, position properly to bounce Penetrating Shot off walls to hit the target twice.
